John Conley, ChairmanExecutive Director, Statewide Internet Portal Authority John D. Conley is the Executive Director of Colorado’s Statewide Internet Portal Authority (SIPA). John is responsible for the daily management and operation of SIPA and is tasked with leading the strategic efforts of the organization. SIPA is responsible for delivering eGovernment applications to citizens throughout the State of Colorado. One of the primary missions of SIPA is to assist governmental entities throughout Colorado be successful with utilizing shared services to reduce costs and increase functionality. He received his bachelor’s degree from the University of Nebraska-Lincoln and his master’s degree in Public Policy from the University of Denver.

Dr. Jo BarbieSuperintendent, Weld County School District RE-1 Dr. Jo Barbie is Superintendent of Schools for Weld County School District RE-1 in Gilcrest, LaSalle and Platteville. Weld RE-1 educates approximately 2000 students every year and employs nearly 300 employees. Jo has served as superintendent since 2000. Prior to the superintendency, she was an assistant superintendent, elementary principal and a teacher. She has been in education for 27 years. Jo possesses a Doctorate from the University of Denver and Masters and Bachelor degrees from the Montana State University system. Presently she is a director on the board for Weld County Youth and Family Connections. She is active with the South Central Weld Chamber of Commerce and in the past she served as chairperson for the Northern Colorado Superintendents Council, president of the Colorado Association of Elementary School Principals and director on the board for the Colorado Association of Superintendents and Senior Administrators.

Kevin CappChief Technology Officer, Town of Castle Rock Kevin Capp serves as Chief Technology Officer (CTO) for the Town of Castle Rock, Colorado. For almost twenty years, he has work in the information technology field with significant focus on broadband issues. As chairman for the Castle Rock Broadband Initiative (CRBI), Kevin facilitated some of the first broadband services in the Castle Rock area. As a board member of the Greater Metro Telecommunications Association (GMTC), he worked to protect the public’s interest in all matters of concern related to telecommunications issues. This work included negotiations with state telecommunication vendors like Qwest and Comcast. In 2004, Kevin was appointed by the Colorado Secretary of State to represent local government during the selection and startup of the Statewide Internet Portal Authority (SIPA). As past chairman for the Colorado Government Association of Information Technology (CGAIT), he coordinated priorities for more than 90 local government organizations. Kevin balances this technical focus with a Master of Business Administration from the University of Colorado. Prior to working for the Town of Castle Rock, Kevin consulted in St. Louis, MO where he helped companies like USBank, Maritz Inc., American Express Incentive Services, and Southwestern Bell Corporation. Outside of work, Kevin is an accomplished triathlete with numerous Ironman competitions.

Linda ChapmanSuperintendent, Park School District R-3 Linda Chapman, superintendent of Park School District R-3, holds a BA in Spanish from the University of Northern Colorado, an MA in Curriculum and Instruction from the University of Denver, and an Ed. S. in Educational Leadership from the University of Northern Colorado. She is a certified trainer for Curriculum Mapper® and has trained districts around the state and country in the process of curriculum mapping. Linda has also trained educators in the use of the SDAIE (Specifically Designed Academic Instruction in English) and in the Center for Teacher Effectiveness Time to Teach® program. She has expertise in the areas of instruction, assessment, and curriculum development/alignment. In addition, Linda has developed several curricula, including programs for elementary and secondary Spanish language/culture, English as a Second Language, and social studies. Ms. Chapman was recognized as the the National Association of Superintendents 2011 Superintendent of the Year. She currently owns and operates a consulting business, Rocky Mountain Educational Consulting, LLC. The firm offers training for teachers and administrators, coaching for administrators and superintendents, as well as superintendent searches in cooperation with the Colorado Association of School Boards.

Mike DixonCPA, Michael L. Dixon, CPA Mike Dixon is a Certified Public Account and a Real Estate Broker in Brush CO. He serves on the Brush Board of Education, Centennial BOCES Board of Directors, Morgan County 4-H Foundation and as a 4-H leader in Morgan County. He is active in professional and community service organizations. Mike is a graduate of Buena Vista H S and Colorado State University. He has been a CPA since 1982 and maintains an active practice consisting mostly of Income Tax Preparation and consulting engagements in a variety of areas. Mike has lived in Morgan County for 30 years. Mike’s wife, Janice, is a manager with Colorado State University Cooperative Extension. They have one daughter, Claire, a recent graduate of the Daniels School of Business at DU, and now a law student at the University of Denver.

Tim SangerExecutive Director, Northeast Colorado BOCES Tim Sanger serves as Executive Director for Northeast Colorado Board of Cooperative Educational Services (NECBOCES). NECBOCES consists of 12 small rural school districts, a community college, and a junior college. It covers an area of 8,500 square miles. NEBOCES also provides several programs, including distance learning and special education tele-practice services via video conferencing. Tim is in his 13th year as director. He presently serves as a Board of Director for the Colorado BOCES Association (CBA). The CBA has 19 member BOCES that provides a wide range of services for the majority of school districts across Colorado. He has also served on several statewide committees on behalf of students and their families all across Colorado. Time has been concerned with the region’s inability to maximize resources, leverage existing infrastructure and provide economies of scale internet for small and rural areas to meet the 21st Century needs of school districts and communities. EAGLE‑Net is an opportunity to meet rural needs and he appreciates the opportunity to serve as an EAGLE‑Net board member.

Rod SchmidtVice President, Acosta Sales & Marketing Rod Schmidt has over 34 year’s experience in a career in sales and marketing focused on the grocery and packaged goods industry, with expertise on technical advancements and applications. Currently, he is the Vice President of Client Business Development at Acosta Sales and Marketing where he provides strategic interface between large national client’s sales/marketing teams and Acosta leadership teams, as well as consultative services to clients in the areas of sales execution, financial management, and marketing plan implementations. Rod has been an active volunteer with St. Vrain Valley School District and Centennial BOCES, and was active in the oversight of EAGLE‑Net’s application for the NTIA BTOP Grant. Rod has been married for over 26 years to Cindy, and they have three children Kristy, Erika, and Rick.

Dr. Rick SmithMayor, Town of Bayfield Born in Triora, Italy Dr. Rick Smith attained his US citizenship in 1962 and has resided in Colorado for 35 years. He has a BA from Fort Lewis College, an MA from Adams State College and attained his Doctorate in Applied Technology from Nova Southeastern University. Dr. Smith rounded out his educational background attaining his Certified Information Systems Security Professional and his Federal Information Technology Security Professional manager certifications. He has 25 years of Technology experience ranging from his years of service in educational network management, Native American network management to his current position as an IT consultant for Arona Enterprises. In addition to his professional life, Dr. Smith serves as a leader in his community. He has served as Mayor of Bayfield for four years and is seeking another term. While serving as Mayor he was appointed Vice Chairman and also Chairman of the Southwest Colorado Council of Governments (SWCCOG). Dr. Smith traveled to Denver where he presented to the Colorado Department of Local Affairs (DOLA) on behalf of the SWCCOG successfully securing 3.1 million in grant funds to build fiber infrastructure throughout the region.

Tim SwainSr. IT Software Engineer, Banner Health Tim is a board member of the Eaton RE2 School District, located in Eaton Colorado. Appointed to the board in 2001 Tim has served as a Director, Treasurer, and presently as the Vice President of the Eaton board. Tim began serving as the Eaton representative on the Centennial Board of Cooperative Services in 2003. Tim has served as a Director, Treasurer, Vice President, and presently is President of the CBOCES Board. Tim is employed as a Systems Engineer Sr. at Banner Health a nonprofit healthcare organization with 22 hospitals and associated clinics throughout 7 western states. Tim has been married to his wife, Charlene, for 32 years and they have three sons and one grandson. |
